CINDY WEBB ~ PRESIDENT
My name is Cindy Webb and I am your INRLCA President. I have been a rural carrier for 23 years working out of the Franklin Indiana post office. For the last ten years I have been the local union steward in the Franklin post office also. I grew up in a strong union home with my father being a union committeeman for the UAW and I truly know how strong and important a union like the INRLCA can be.
During my 24 years as a rural carrier, I have worn many hats. I have had the privilege to be the Johnson-Shelby-Morgan local president for the past eight years and we most generally have a very good attendance at our meetings. I have been an academy instructor at various locations in the Indianapolis area starting with the Southport academy and the Oaklandon academy. I enjoyed training at these locations for a little over three years until I was rotated off. I was trained for the QWLEI but soon after the program was abolished.
I have been a national delegate representing Indiana rural carriers at various locations around the United States for the past nine years, casting votes and collecting information to bring back and share. I have attended seven Mid States conferences as well. I have been the West-Central committeeman for your state board for the past six years until elected as your new INRLCA vice president this June in South Bend Indiana at the 2018 state convention. I have the support of my husband Gary, my son Zach and his wife Sara and their two children, my daughter Hannah and her three daughters and all my postal friends and family. I look forward to serving you as the INRLCA Vice President. I hope to help enhance and gather information to keep the members involved and aware of the forever changing craft we as rural carriers encounter every day. I will be fiscally responsible and as always have had the best interest of this organization, the INRLCA, at heart. VICTORIA FALKENBERRY ~ VICE-PRESIDENT
Hello Hoosier Rural Carriers,
My name is Victoria Falkenberry, I am your East Central Committeeman. I started my career as a TRC in Arcadia in 2003. I became an RCA on the Aux. Route 4 months later. I transferred to Cicero and turned regular in 2005 on Rural Route 3, the route I currently serve.
I have been the Cicero Local Union Steward since 2010.
In 2015 at the State Convention in Middlebury, I was elected to a one-year term as East Central Committeeman to finish the remaining year of the previous committeeman when they moved on to vice-president. I was first elected to a three-year term at the 2016 State Convention in Muncie, and then for a second term in 2019 (which was extended due to COVID).
I have attended numerous Booster meetings and Mid-State Conferences, and all State and National Conventions since 2008. I have served on the State Finance, Resolutions, Constitutions and Tellers Committees.
I have been married to my husband Michael, for 27 years. He is an INRLCA Auxiliary Board Member. We have a son Riley. We reside in Cicero, Indiana. Remember, you get so much information from attending your Local and Booster Meetings, and State Convention. I look forward to traveling across my 14 counties and seeing all my fellow Rural Carriers at their Local Meetings.

JUSTIN WILLIAMS ~ SECRETARY-TREASURER
I am Justin Williams, your State Secretary-Treasurer, elected in June 2024 at the Convention in Nashville.
I was born and raised in Greensburg and have lived just outside Columbus for 18 years. I began my postal career in January 2002 as a TRC at the Greensburg office. Soon after starting, I converted to RCA and joined the NRLCA. In August 2014, I transferred to the Elizabethtown office to become a Designation 79 RCA. I served on Route 2, an auxiliary route, in Elizabethtown for 8 years before converting to regular carrier on Route 1 in May of 2022. In August of 2022, I did a mutual exchange with a carrier at the Columbus office. I am currently the regular carrier assigned to Route 6 in Columbus.
Outside the postal service, I taught driver education for 18 years, and drove a school bus for 16 years. I was president of the local school bus association for two years. I was also founder and co-owner of a successful small business for 5 years, before selling my share in 2019. As you can see, I thrive on being busy. In my free time, my favorite things to do are travel, hike, play golf & enjoy the great outdoors. I come from a union family. My father and grandfather, both members of the International Brotherhood of Teamsters, had long careers as truck drivers.
I look forward to attending meetings for all southeast area county associations. I enjoy meeting new people, so if you have not been to a meeting, or haven’t been to one in a while, come on out. ALICE COBBLE ~ NORTHWEST EXECUTIVE COMMITTEEMAN
I have been married for 54 years, I have 4 children, 14 grandchildren and 11 great grandchildren.
I started at the United States Post Office in Logansport when I was 41 years old. I started out as an RCA on route 3 in Logansport on December 11, 1993. I become a full-time carrier on August 12, 2000, I have enjoyed my 24 years as a full-time carrier. I am currently the Secretary/ Treasurer for our local counties for the North Central area for 19 years. I was your Provident Guild Representative for 4 years. I am currently your Northwest Committeeman for the Northwest counties for 8 years. If I had to do this job all over again, I would. I love my job and the customers I have served for the last 30.8 years. The friends I have made over the years are priceless and I love them all.

KARA STEVENS ~ NORTHEAST EXECUTIVE COMMITTEEMAN
I am your Northeast Committeeman, and my name is Kara Stevens. I was born in Arcola, Indiana, known for the National Truck and Tractor Pull – yes, I’m that “hillbilly”. Our family moved to Auburn, Indiana, in 1976. I still remember receiving the mail addressed as “R. R. 3 – Auburn, Indiana” – yes, I’m that old. Growing up I was in 4-H and, later in life, became a 4-H leader until 2022. I come from a large family, child #6 out of 7. I graduated from Garrett High School in Garrett, Indiana, and attended Ivy Tech in Fort Wayne, Indiana. My classes were geared towards the medical field for I was studying to be a phlebotomist.
I have two (2) sons: Gabriel, born in 1992 and Richard, born in 1994. I started at the post office in Auburn, Indiana, as an RCA in February 2008. The route I was assigned as primary was RR3, the route I grew up on. I worked various routes in various offices and towards the end of my RCA career I ran the auxiliary route until it became a full-time route.
I have been married to my husband, Chris, since June 2013; and have a stepson, Luca. My husband is also a rural carrier out of Angola, Indiana. We are parishioners at the St. Joseph Catholic Church, the church we were married in. I now have a granddaughter, Michelle, born in January 2022, and look forward to her getting older so she can join us at the conventions.
I became a regular in May 2017 and was assigned to RR3 – YES! The route I grew up on and was hired to sub! I am still proudly serving on this route. I belong to the Northeastern Indiana RLCA; which consists of DeKalb, Noble, Steuben, and Lagrange counties. I served as President for one (1) year and currently Vice- President. I’ve attended Boosters, State Conventions, in 2023 attended my first National Convention, as a delegate, in Grand Rapids, Michigan; and in 2024 my first Mid-States in Muskegon, Michigan. It was at these events that taught me how to do my edit book, correctly fill out a leave slip, fill out grievance forms, and other useful tips. I also listened to various speakers about our craft, and the post office in general, to understand how important it is to belong to the union and how proud I am to be working for the United States Postal Service. I have served on Credentials for one (1) year and the Finance Review Committee for five (5) years. I was appointed Northeast Committeeman after the closing of the State Convention in Nashville, Indiana. I am proud to be serving the remaining year and look forward to being elected to continue for many years to come.

BARRY RUTHERFORD ~ WEST CENTRAL EXECUTIVE COMMITTEEMAN
My name is Barry Rutherford. I have been a regular full-time carrier for 14 years, now at the Thorntown Indiana Post Office. I elected was West Central Committeemen at the State Convention in Fort Wayne in 2023.
So, a little history about me. I have been married to Ellie for about 36 years. We have 3 children together (John James, Timothy, and Kayla.) Of course, they have been very fruitful and blessed us with 7 grandchildren, 2 girls and 5 boys. (Maelynn, Alex, John Jr., Declan, Matthew, Elijah, and Mackenzie.)
I started off in the restaurant business as a manager, then a district manager for Hardee’s. Followed by a manager and district manager for Gas America. After years of working two jobs at the same time, I decided to find a career. I walked into my local Post Office to mail several resumes, when I heard an argument coming from the back area, to which the Postmaster said “I don’t know. Let me ask. Excuse me sir would you by chance be looking for a job?” I said, “Yes.” I opened the envelope on top and handed her a resume. She called me about an hour later. We did a somewhat quick interview. She told me to wait a few minutes. She returned to ask if I could attend the rural academy the following Monday. Which I did.
After going regular, I thought, I should get more involved. That year, I was elected Vice President of my local union. I served for 4 years as vice president. After running the local meetings for 3 years someone mentioned that I should be President. I was elected and have served and continue to serve proudly for 7 years.
I asked my Postmaster if there was anymore, I could do? He suggested the rural academy. I have been currently working as an Academy Trainer for over 5 years.
While attending the State Convention in 2023, I heard Jeanette Dwyer say, ‘If you want to make a change, get involved.” I stood up and announced I would run for West Central Committeemen. I was elected and now I am going to do my best to get involved.

MATTHEW PHILIPS ~ EAST CENTRAL EXECUTIVE COMMITTEEMAN
Hello everyone, my name is Matthew Phillips, and I am going to take a moment to tell you about myself. I was born and raised in Anderson, Indiana and I have been a Rural Letter carrier for almost 10 years. I married my wife Kayla in the fall of 2014, and we have a daughter and 2 more boys on the way in late 2023. Even though work consumes most of our time we like to travel to southwest Indiana where we have some property, and this is our home away from home. I love to hunt and fish with my dad and camping with my girls.
I started my postal journey in February of 2014 as an RCA and turned regular on rural route 1 in Carmel, Indiana in July 2016. My wife Kayla and I started attending our local meetings my first year and we attended our first state convention in 2015 at the time we were both RCAs and ever since then I have not missed a state convention. We quickly enjoyed meeting everyone and getting to know our Union family. Our first year to state we were on the election committee and ever since then both my wife & I have become increasingly more active in our Union. Quick to follow was my first Fall State Booster. Shortly after that I became a local steward in my office after attending my first state convention. In the years following I have also served on the Credentials Committee, Constitutions Committee, and Resolutions Committee. I then knew at that point that I would enjoy doing something more, so I ran for Vice President of our local County. I started serving as the Vice President of my local four county group Hoosier Heartland Rural Letter Carriers in 2019. My wife is an active member of the INRLCA Auxiliary, and we both attended our first National Convention in 2018 in Grand Rapids, Ml and our second National convention in 2022 in Orlando, FL.
In June of 2023 I was elected East Central Committeeman for the INRLCA Executive Board. Prior to taking this honored position, I was appointed Sargent-At-Arms for our INRLCA State Conventions. I personally enjoy going to the union meeting and seeing everyone there. I know that running for East Central Committeeman was huge step for me. I am beyond grateful for all the opportunities I have been given within this organization and I am blessed I was given a chance to take on this role for the East Central area and I am extremely excited to see what kind of adventures this takes me on.

AMANDA BAKER ~ SOUTHWEST EXECUTIVE COMMITTEEMAN
Hello, for those of you who do not know me yet my name is Amanda Baker. And it is an honor to be your Southwest committeeman. Even though I was born in South Carolina, my father was in the military, so I got the pleasure of experiencing growing up all over the United States. I spent most of my childhood in San Diego California and then in Cincinnati Ohio, where I graduated high school. I attended college at Cincinnati State and Argosy University studying psychology. However, in 2012, I changed career paths to be a RCA with the United States Postal Service so that I could focus more on my family and raising my four amazing children.
I started my career with the Postal Service in Washington, Indiana and shortly transferred to the Loogootee branch where I currently reside and live. I have always lived in big cities, so moving to Loogootee was quite a culture shock to me. However, out of everywhere, Loogootee has been my favorite place to live. I love the small-town atmosphere that this rural town has to offer. And it has truly been a blessing to be able to raise my children here and call this place my home.
I would like to say that I am an adventurous person. And that is one of the reasons why I enjoy being a rural carrier, our routes have some amazing views. When I am not working, I enjoy spending time with my children, exploring new sights and trying new things. Some of my hobbies are painting, repurposing old furniture, hiking, fishing, and running. I also enjoy playing sports such as softball and volleyball. And once I am ready to retire, I look forward to traveling because I would like to experience the world around me and build memories with my family.
Before I became a regular carrier in 2021, with curiosity and wanting to gain more knowledge of my craft I started reading, researching, and attending State Conventions. The more I learned, the more involved I became. With my children being older I had the ability to expand my involvement. I stepped up to be a local Steward within my office. Then not too long after that I became our local Southwest Union group’s Secretary-Treasurer. And with the enjoyment of doing these things I also got the pleasure of becoming a member of our State Constitution Committee. One of my favorite Psychologists Abraham Maslow once said, “In any given moment we have two options: to step forward into growth or step back into safety.” And I am here to step forward to grow my involvement and serve the members of the Indiana National Rural Letter Carriers’ Association.

KRISTIE PELLMAN ~ SOUTHEAST EXECUTIVE COMMITTEEMAN
Hello everyone. I would like to introduce myself. I am Kristie Pellman, your new Southeast Committeeman, I was elected at the 2024 State Convention in Brown County, Indiana. I am very excited for this new opportunity to serve on the state board and represent the southeast portion of Indiana.
I have lived in Floyd County, Indiana my whole life. I have been married to my husband Jerry for 37 years and have raised 3 sons. I now have 4 grandchildren to share many fun adventures with from zoo trips and weekend getaways to all the festivals in Indiana. We live in Southern Indiana on our 40-acre farm. Our farm has been in my husband’s family since 1836 when his ancestors settled here from Germany. The farm has been established as a bicentennial Hoosier Homestead for being in the same family lineage since it was settled by my husband’s ancestors.
Having 3 boys’ made life interesting around the farm, so animals were a good distraction to keep them busy along with teaching them responsibility and good work ethics. Our farm name is Navilleton’s Extraordinary Animal Farm and we have raised everything from the traditional chickens, pigs and cows for 4-H to fainting goats, ostrich, buffalo and our most unique was an American alligator.
I started my postal career in the spring of 2001 as a TRC. I then transferred to Greenville Post Office where I was moved up to an RCA in July of 2001. I was one of the lucky few that made regular in December of 2003 just under 3 years.
I have been a member of the union since I was hired and have attended as many local meetings as possible so I could pass current information along to assist my coworkers. Once my kids where older, I became more active in the union. In 2019, I attended my first state convention in Indianapolis and was overwhelmed by how everyone was so welcoming and encouraging. At the first local Spring meeting post covid I ran for Vice President and have been the VP for my local to the present. Since then, I have attended every state convention and booster meeting. I have attended 2 Mid-States Conferences and 2 national conventions. Serving the union, I have been on the Registration and Credentials Committee, the Finance Committee for 3 years, and now will be serving as your Southeast Committeeman and will be on the Resolutions Committee at the State Convention in 2025.
I am very excited and look forward to attending meetings for all the southeast area county associations. I enjoy meeting new people, so if you have not been to a meeting, or haven’t been to one in a while, come on out.
