VICTORIA FALKENBERRY ~ PRESIDENT

       Hello Hoosier Rural Carriers,
      My name is Victoria Falkenberry, I am your East Central Committeeman. I started my career as a TRC in Arcadia in 2003. I became an RCA on the Aux. Route 4 months later. I transferred to Cicero and turned regular in 2005 on Rural Route 3, the route I currently serve.

      I have been the Cicero Local Union Steward since 2010.

      In 2015 at the State Convention in Middlebury, I was elected to a one-year term as East Central Committeeman to finish the remaining year of the previous committeeman when they moved on to vice-president. I was first elected to a three-year term at the 2016 State Convention in Muncie, and then for a second term in 2019 (which was extended due to COVID).

       I have attended numerous Booster meetings and Mid-State Conferences, and all State and National Conventions since 2008. I have served on the State Finance, Resolutions, Constitutions and Tellers Committees.

      I have been married to my husband Michael, for 27 years. He is an INRLCA Auxiliary Board Member. We have a son Riley. We reside in Cicero, Indiana. Remember, you get so much information from attending your Local and Booster Meetings, and State Convention. I look forward to traveling across my 14 counties and seeing all my fellow Rural Carriers at their Local Meetings.

BARRY RUTHERFORD ~ VICE-PRESIDENT

  My name is Barry Rutherford. I have been a regular full-time carrier for 14 years, now at the Thorntown Indiana Post Office.  I elected was West Central Committeemen at the State Convention in Fort Wayne in 2023, and then elected Vice-President at the 2025 State Convention in Middleberry.
So, a little history about me. I have been married to Ellie for about 36 years. We have 3 children together (John James, Timothy, and Kayla.) Of course, they have been very fruitful and blessed us with 7 grandchildren, 2 girls and 5 boys. (Maelynn, Alex, John Jr., Declan, Matthew, Elijah, and Mackenzie.)
I started off in the restaurant business as a manager, then a district manager for Hardee’s. Followed by a manager and district manager for Gas America. After years of working two jobs at the same time, I decided to find a career. I walked into my local Post Office to mail several resumes, when I heard an argument coming from the back area, to which the Postmaster said “I don’t know. Let me ask. Excuse me sir would you by chance be looking for a job?” I said, “Yes.” I opened the envelope on top and handed her a resume. She called me about an hour later. We did a somewhat quick interview. She told me to wait a few minutes. She returned to ask if I could attend the rural academy the following Monday. Which I did.
After going regular, I thought, I should get more involved. That year, I was elected Vice President of my local union. I served for 4 years as vice president. After running the local meetings for 3 years someone mentioned that I should be President. I was elected and have served and continue to serve proudly for 7 years. 
I asked my Postmaster if there was anymore, I could do? He suggested the rural academy. I have been currently working as an Academy Trainer for over 5 years. 
While attending the State Convention in 2023, I heard Jeanette Dwyer say, ‘If you want to make a change, get involved.” I stood up and announced I would run for West Central Committeemen. I was elected and now I am going to do my best to get involved.

JUSTIN WILLIAMS ~ SECRETARY-TREASURER

 I am Justin Williams, your State Secretary-Treasurer, elected in June 2024 at the Convention in Nashville.

I was born and raised in Greensburg, and have lived just outside Columbus since 2007. I began my postal career in January 2002 as a TRC at the Greensburg office. Soon after starting, I converted to RCA and joined the NRLCA. In August 2014, I transferred to the Elizabethtown office to become a Designation 79 RCA.  I served on Route 2, an auxiliary route, in Elizabethtown for 8 years before converting to regular carrier on Route 1 in May of 2022.  In August of 2022, I did a mutual exchange with a carrier at the Columbus office.  I am currently the regular carrier assigned to Route 2 in Columbus.

     
Outside the postal service, school bus driving and driver education instruction are my side hustles. I was president of the local school bus association for two years.  I was also founder and co-owner of a successful small business for 5 years, before selling my share in 2019.  As you can see, I thrive on being busy. In my free time, my favorite things to do are travel, hike, play golf & enjoy the great outdoors.  I come from a union family. My father and grandfather, both members of the International Brotherhood of Teamsters, had long careers as truck drivers. 

​      I look forward to attending meetings for all southeast area county associations. I enjoy meeting new people, so if you have not been to a meeting, or haven’t been to one in a while, come on out.  Please attend the next meeting in your area to stay informed on the latest rural craft issues.  Come out and see us!  Even if you are retired, it would be great to catch up.  Safe travels and always remember our motto: “Service with a Smile!”

CLARICE ROBERTS ~ NORTHWEST EXECUTIVE COMMITTEEMAN

My name is Clarice Roberts. I was elected Northwest Committeeman at the 2025 State Convention in Middleberry. I am excited to have this opportunity to serve on the board and meet more of my fellow Rural Carriers. I have lived in the Kokomo area all my life. I married my husband Jason March 23, 1991. We just celebrated our 34th Anniversary. I have three children Victoria who is 30, Sabrina who is 26, and Bryce who is 17. We are all avid soccer fans. All of my kids played soccer while growing up. The Priemer Legue is what you will find on our TV on the weekends. Another of our favorite thing to do is vacationing together. We try to take one to two vacations with our kids every year making memories together. Then it is fun to hear our kids tell us things they remember from our trips and having a laugh together.

 After graduating high school, I attended and graduated from IUK in Kokomo. While going to school, I worked at McDonalds, Things Remembered, and a local moving company. Then I went to work in a public school system as a Title One Aid, which I continued doing after getting on at the Post Office as an RCA.

I started at the Post Office 1/22/2005 as an RCA. I did not become a Regular carrier till 4/05/2014. At this time, my office only had 10 rural routes. Since this time, it became the first S & DC Office in Indiana. We now have 23 regular routes and 1 AUX route. All routes were POV routes when I started and now all rural routes have government vehicles.

I became a local steward in 2017. At this time, I started attending our local meeting to become more informed. Then they encouraged me to attend the State Convention. So, this was the first year that I attended State Convention in South Bend Indiana as a delegate. I have been a delegate to 4 more State Convention since then. I have served on the credentials committee and tellers committee. I attended my first National Convention in Orlande Florida in 2022 as an alternate delegate. I have had the pleasure to attend 2 more National Convention since as an alternate delegate. I look forward to attending them this year as well. This May 2, 3, & 4 I look forward l attend my first Mid States Convention in Springfield IL. At these conventions I have attended Seminars about our TSP accounts, Retirement planning, red book edits, RRECS, and the changes to our insurance program that occurred starting 2024. Which seminars they offer changes from year to year. A member of the national board will be speaking at the state convention. These are some of the experiences I have had at these conventions that keep me returning.

The other opportunity for the families at conventions is the Auxiliary and Juniors. This allows carriers to come to convention and bring their families with them. They will have activities for them to participant in while the carrier is in session. My husband is on the board of the Auxiliary as the junior board member. He has attended all the conventions with me.

TROY BANKS ~ NORTHEAST EXECUTIVE COMMITTEEMAN

Hello Rural Carriers,

My name is Troy Banks, and I was elected as the new Northeast Committeeman, at the 2025 State Convention at Middlebury IN.

I have been a rural carrier for 13 years, five as an RCA and the rest as a regular carrier at the Northwood office in Fort Wayne

I joined the union at my orientation. I was advised by members in my office that I should attend meetings and be active for the union. Which I was, I was elected as Vice President and President of the 4 County Group, all as an RCA.

I became a local steward at the Northwood office in 2019.

In 2021 1 was appointed Chief Steward for all 5 Fort Wayne offices and then I had the privilege of becoming an Area Steward in Northeast Indiana in 2023. As a steward I have managed at types of issues from I & l’s to removals. I also do the union presentation for the Fort Wayne Rural Academy, which I really enjoy doing, because I get to help promote the union, to encourage involvement, and to put a face to the name a steward (most of the RCA’s are in the offices I serve as steward).

I have attended three state conventions, one national convention and numerous state boosters.

About myself, I have been married for 10 years to my wife, Amy. We have 5 children between us and five grandchildren (who have papa wrapped around their fingers) My daughter and her husband are both in the Navy and are stationed at Norfolk Virginia. We have two dogs who also rule the roost. In my free time we like to hang with the grandkids and hang out around the backyard fire pit with friends.

I look forward to the next 3 years helping our members by helping them be more knowledgeable, encouraging active participation and encouraging solidarity. I appreciate for your support and confidence you have placed in me. Feel free to contact me with any questions.

ELI EATON ~ WEST CENTRAL EXECUTIVE COMMITTEEMAN

Hello all, my name is Eli Eaton, and I am your West Central Committeeman.  A little about me, I was born in Bedford, Indiana.  At the age of two my mother remarried, and we moved to Camp Lejeune in Jacksonville North Carolina, where my stepfather served in the marines.  In 1989, after they separated, we moved back to Shoals Indiana where I remained through High School.  Upon graduation I moved to the north side of Indianapolis where I attended ITT Technical Institute.  This is where I earned my associate’s degree in architectural engineering, and a bachelor’s degree in graphic design.

While attending ITT I was introduced to my wife, Sara, through a mutual friend.  We were set up on a blind date, it went well enough that three days later upon coming home from work at 2 a.m. I discovered her sitting at my door.  Apparently, she ran out of gas getting there and just never left.  We were married in July of 2000 and have been married for over 25 years and since then we have had two children, the boy, the girl, 3 cats and 1.25 dogs per person.

I have had many jobs and responsibilities over the years, from draftsman to EMT. Over the years I discovered that I do not like being stuck in an office all day. In 2017 at the urging of a childhood friend, who ended up at the Franklin office as a clerk, I started my postal career, I have been a regular at the Franklin office since 2020.

In 2019, at the urging of my local steward, Cindy Webb, I was elected to attend my first state convention and have had the privilege to represent my local unit at state since.  After my first state convention I knew I wanted to be more involved (can’t let the retirees have all the fun).  Since then, I have attended our state conventions as a Delegate, and as a member of the Tellers, Resolutions, and Constitution Committee’s.

In 2021 I was asked to run for and elected as Vice President of my local county unit.  In 2023 I was elected President of my local unit, attended my first national convention in Grand Rapids MI, and in that fall, I was invited by the state board to serve on our State’s Finance Committee.

In 2024 I was elected as the Local Steward of the Franklin Post Office, I then attended my second national convention in Reno NV, and most recently at the 2025 state convention I was given the privilege to serve as your West Central Committeeman.

I consider this opportunity to serve you, my union family, as a privilege and would like to thank those who have aided, encouraged or otherwise supported me in my journey so far, special shout out to Cindy Webb.  I hope to serve you all for as long as you will have me represent your values and best interests.

MATTHEW PHILIPS ~ EAST CENTRAL EXECUTIVE COMMITTEEMAN

Hello everyone, my name is Matthew Phillips, and I am going to take a moment to tell you about myself. I was born and raised in Anderson, Indiana and I have been a Rural Letter carrier for almost 10 years. I married my wife Kayla in the fall of 2014, and we have a daughter and 2 more boys on the way in late 2023. Even though work consumes most of our time we like to travel to southwest Indiana where we have some property, and this is our home away from home. I love to hunt and fish with my dad and camping with my girls.

I started my postal journey in February of 2014 as an RCA and turned regular on rural route 1 in Carmel, Indiana in July 2016. My wife Kayla and I started attending our local meetings my first year and we attended our first state convention in 2015 at the time we were both RCAs and ever since then I have not missed a state convention. We quickly enjoyed meeting everyone and getting to know our Union family. Our first year to state we were on the election committee and ever since then both my wife & I have become increasingly more active in our Union. Quick to follow was my first Fall State Booster. Shortly after that I became a local steward in my office after attending my first state convention. In the years following I have also served on the Credentials Committee, Constitutions Committee, and Resolutions Committee. I then knew at that point that I would enjoy doing something more, so I ran for Vice President of our local County. I started serving as the Vice President of my local four county group Hoosier Heartland Rural Letter Carriers in 2019. My wife is an active member of the INRLCA Auxiliary, and we both attended our first National Convention in 2018 in Grand Rapids, Ml and our second National convention in 2022 in Orlando, FL.

In June of 2023 I was elected East Central Committeeman for the INRLCA Executive Board. Prior to taking this honored position, I was appointed Sargent-At-Arms for our INRLCA State Conventions. I personally enjoy going to the union meeting and seeing everyone there. I know that running for East Central Committeeman was huge step for me. I am beyond grateful for all the opportunities I have been given within this organization and I am blessed I was given a chance to take on this role for the East Central area and I am extremely excited to see what kind of adventures this takes me on.​

AMANDA BAKER ~ SOUTHWEST EXECUTIVE COMMITTEEMAN

Hello, for those of you who do not know me yet my name is Amanda Baker. And it is an honor to be your Southwest committeeman. Even though I was born in South Carolina, my father was in the military, so I got the pleasure of experiencing growing up all over the United States. I spent most of my childhood in San Diego California and then in Cincinnati Ohio, where I graduated high school. I attended college at Cincinnati State and Argosy University studying psychology. However, in 2012, I changed career paths to be a RCA with the United States Postal Service so that I could focus more on my family and raising my four amazing children.

 I started my career with the Postal Service in Washington, Indiana and shortly transferred to the Loogootee branch where I currently reside and live. I have always lived in big cities, so moving to Loogootee was quite a culture shock to me. However, out of everywhere, Loogootee has been my favorite place to live. I love the small-town atmosphere that this rural town has to offer. And it has truly been a blessing to be able to raise my children here and call this place my home.

I would like to say that I am an adventurous person. And that is one of the reasons why I enjoy being a rural carrier, our routes have some amazing views. When I am not working, I enjoy spending time with my children, exploring new sights and trying new things. Some of my hobbies are painting, repurposing old furniture, hiking, fishing, and running. I also enjoy playing sports such as softball and volleyball. And once I am ready to retire, I look forward to traveling because I would like to experience the world around me and build memories with my family.

Before I became a regular carrier in 2021, with curiosity and wanting to gain more knowledge of my craft I started reading, researching, and attending State Conventions. The more I learned, the more involved I became. With my children being older I had the ability to expand my involvement. I stepped up to be a local Steward within my office. Then not too long after that I became our local Southwest Union group’s Secretary-Treasurer. And with the enjoyment of doing these things I also got the pleasure of becoming a member of our State Constitution Committee. One of my favorite Psychologists Abraham Maslow once said, “In any given moment we have two options: to step forward into growth or step back into safety.” And I am here to step forward to grow my involvement and serve the members of the Indiana National Rural Letter Carriers’ Association.

KRISTIE PELLMAN ~ SOUTHEAST EXECUTIVE COMMITTEEMAN

Hello everyone. I would like to introduce myself. I am Kristie Pellman, your new Southeast Committeeman, I was elected at the 2024 State Convention in Brown County, Indiana. I am very excited for this new opportunity to serve on the state board and represent the southeast portion of Indiana.

I have lived in Floyd County, Indiana my whole life. I have been married to my husband Jerry for 37 years and have raised 3 sons. I now have 4 grandchildren to share many fun adventures with from zoo trips and weekend getaways to all the festivals in Indiana. We live in Southern Indiana on our 40-acre farm. Our farm has been in my husband’s family since 1836 when his ancestors settled here from Germany. The farm has been established as a bicentennial Hoosier Homestead for being in the same family lineage since it was settled by my husband’s ancestors.

Having 3 boys’ made life interesting around the farm, so animals were a good distraction to keep them busy along with teaching them responsibility and good work ethics. Our farm name is Navilleton’s Extraordinary Animal Farm and we have raised everything from the traditional chickens, pigs and cows for 4-H to fainting goats, ostrich, buffalo and our most unique was an American alligator.

I started my postal career in the spring of 2001 as a TRC. I then transferred to Greenville Post Office where I was moved up to an RCA in July of 2001. I was one of the lucky few that made regular in December of 2003 just under 3 years.

I have been a member of the union since I was hired and have attended as many local meetings as possible so I could pass current information along to assist my coworkers. Once my kids where older, I became more active in the union. In 2019, I attended my first state convention in Indianapolis and was overwhelmed by how everyone was so welcoming and encouraging. At the first local Spring meeting post covid I ran for Vice President and have been the VP for my local to the present. Since then, I have attended every state convention and booster meeting. I have attended 2 Mid-States Conferences and 2 national conventions. Serving the union, I have been on the Registration and Credentials Committee, the Finance Committee for 3 years, and now will be serving as your Southeast Committeeman and will be on the Resolutions Committee at the State Convention in 2025.

I am very excited and look forward to attending meetings for all the southeast area county associations. I enjoy meeting new people, so if you have not been to a meeting, or haven’t been to one in a while, come on out. Please attend the next meeting in your area to stay informed on the latest rural craft issues. I look forward to meeting each and every one of you.
