CINDY WEBB ~ PRESIDENT

My name is Cindy Webb and I am your INRLCA President. I have been a rural carrier for 23 years working out of the Franklin Indiana post office. For the last ten years I have been the local union steward in the Franklin post office also. I grew up in a strong union home with my father being a union committeeman for the UAW and I truly know how strong and important a union like the INRLCA can be.
During my 24 years as a rural carrier, I have worn many hats. I have had the privilege to be the Johnson-Shelby-Morgan local president for the past eight years and we most generally have a very good attendance at our meetings. I have been an academy instructor at various locations in the Indianapolis area starting with the Southport academy and the Oaklandon academy. I enjoyed training at these locations for a little over three years until I was rotated off. I was trained for the QWLEI but soon after the program was abolished.
I have been a national delegate representing Indiana rural carriers at various locations around the United States for the past nine years, casting votes and collecting information to bring back and share. I have attended seven Mid States conferences as well. I have been the West-Central committeeman for your state board for the past six years until elected as your new INRLCA vice president this June in South Bend Indiana at the 2018 state convention. I have the support of my husband Gary, my son Zach and his wife Sara and their two children, my daughter Hannah and her three daughters and all my postal friends and family. I look forward to serving you as the INRLCA Vice President. I hope to help enhance and gather information to keep the members involved and aware of the forever changing craft we as rural carriers encounter every day. I will be fiscally responsible and as always have had the best interest of this organization, the INRLCA, at heart. I look forward to seeing all of you this upcoming year and as always please be safe.

DENISE PUCKETT ~ VICE-PRESIDENT

My career started with USPS in May 1994 in Fort Wayne at St. Mary’s station as the sub of record on Rural Route 1. I then was able to work at the other stations in Fort Wayne and eventually held an auxiliary route and became regular.
After 2 years of service, I was able to do a mutual trade with a carrier in Columbia City, which is my hometown and am the regular on Rural Route 1.
I have held the secretary position and now am currently the President of 4 County which is the name of our local union. I am also currently the union steward in Columbia City.
In 2008 I became an academy trainer in Fort Wayne and currently working at the Knox location. I have also served as an OJI in my home office as well as others.
As you can see, I absolutely love my job. I enjoy showing others that we do have the best job in the postal service.
I am also employed at our local YMCA as a cycling and pilates instructor for the past 15 years. Yes 5am does exist and there have been various community projects that I have helped with.
Dan Puckett and I have been married for 35 years, have two beautiful daughters Abby (Bryan) Webb and our youngest daughter, Sarah. Rocket and Mini are my 2 fur babies, 1 cat, and 30 chickens. I like to say that I have a “farmette.” I am an active member of the Columbia City United Methodist Church and have served on several committees and currently on one.

LARRY KAPPENMAN ~ SECRETARY-TREASURER

My name is Larry Kappenman and I am the secretary/treasurer of the Indiana Rural Letter Carrier’s Association.
Being the regular carrier on rural route #1 in Chalmers and rural route #3 in Brookston (intermediate route) since April 1994, I have been a member of this union since the beginning when attending the rural carrier training academy. Since 1995 I have attended state conventions and been active serving on various committees until being elected northwest committeeman. I have been a state officer since 2003 and was elected to my current position in 2010.
I have attended all national conventions since 1999 and served as delegate at all of them with the exception of the first one. As a national paid delegate since 2010, I have assisted on the sergeant-at-arms, appeals, credentials, and tellers’ committees
Increasing membership in this association continues to be a priority. This is a responsibility of each and every one of us. APRIL SCHOFIELD ~ NORTHWEST EXECUTIVE COMMITTEEMAN

As you may know my name is April Schofield. I was born and raised in lovely Starke County where I live with my fiancé Alex, and my teenage son Ryan. I have proudly worked at the Knox Post Office as an RCA for 8 years and I am currently the senior RCA. Before starting my career at the United States Postal Service, I worked in healthcare. I was the lead CNA and restorative aide for 8 years. I learned very early on that my true passion is helping people. Last year, after being appointed PAC Co-Chair I became part of the RAFT program at the Knox Rural Academy. I also serve as Vice President for my amazing local Tri-County group. When I attended the State Convention in 2021 all I wanted to do was learn and I am blessed to say that I got what I asked for.
I was elected the Northwest Committeeman at this year’s State Convention in Evansville this past June. I am proud to represent the rural carriers of Northwest Indiana and I look forward to this new exciting chapter. This past year has been a whirlwind for me. FREDRICK EISCHEN ~ NORTHEAST EXECUTIVE COMMITTEEMAN

My name is Fred Eischen, and I'd like to introduce myself. At the State Convention on June 12, 2022, I was elected to the position of Northeast Committeeman. In May of 2016, I was hired as an RCA at the Decatur Post Office (Adams County). In 2018, I was elected as the local union steward, and on May 21, 2022, I converted to PTF under the new contract. For the coming year, I will also serve on the registration/credentials committee for the State Convention.
As a little background on myself before the USPS, I worked at Bearcreek Farms Country Resort as a manager from 2007 to 2012 until the last season before closing down. In those years I oversaw their indoor water-park facility, campground, lodging, theater and did many odds and ends jobs around the property, including driving the 35-passenger bus. One of the more interesting jobs was being the guest artist liaison. I got to meet many artists from Tony Orlando, Oak Ridge Boys, Marty Stewart, The Osmond Brothers and Davy Jones from the Monkees. Little Fun Fact with Fred – Davy Jones invited me to his personal residence in Florida and gave me his home phone number but unfortunately, he passed away a month prior to my trip to Florida. From my time between Bearcreek and USPS, I worked at an egg processing facility.
Since the fall of 2017, I've attended most of my local meetings in the Four County group. As a new State Board member, I'm looking forward to meeting with the other three local union organizations that fall under my region, which are the Northeast District, EL-KO, and GHW. It will be exciting to meet new people, observe how each organization conducts its meetings, and learn about the many concerns that each county group is dealing with.
I'm also excited to learn from the other members of the State Board. This year will be my first National Convention, and I am looking forward to learning a lot and bringing back information to our state.
As a new member of the State Board, I would want to strongly encourage all members to attend their local meetings and the Booster this fall and State Convention next June. I am on the Board to represent all members, but if you do not attend a local meeting or send me an email, I will be unable to hear your concerns and will be unable to address them to the best of my ability.

LISA MADDOX-SNEATH ~ WEST CENTRAL EXECUTIVE COMMITTEEMAN

Hello, I am Lisa Maddox-Sneath, serving the carriers of the West Central area. I began my postal career in February of 2004 as an RCA on Route 1 in Trafalgar. I transferred to Route 2 where I held that route down for almost 2 years due to a freeze on hiring full time carriers. I finally became regular in August of 2011 on route 2 where I am currently.
I have been attending my local meetings since right after I became an RCA (trained by our past State President, Gary Plumer), but I started getting more involved in the union activities after my husband passed away in 2015. I have been Vice President of my local meeting in the past. I have worked on QWL/EI before it was dissolved. I have attended booster meetings, State Conventions, and National Conventions. I have served on various committees, including most recently, the Constitution committee.
My first National Convention as a Delegate was 2017 at National Harbor, MD. It was a very overwhelming experience to see how the whole process works, and how much your input can make a difference.

My name is Victoria Falkenberry, I am your East Central Committeeman. I started my career as a TRC in Arcadia in 2003. I became an RCA on the Aux. Route 4 months later. I transferred to Cicero and turned regular in 2005 on Rural Route 3, the route I currently serve.

SETH MONTANK ~ SOUTHWEST EXECUTIVE COMMITTEEMAN

I have been a carrier for six years. From the time I started, I accepted an invitation to attend my local county group meeting. I understood and accepted the importance of these meetings, especially as a new employee with very little knowledge of the National Agreement. My second local meeting I was elected to serve as the Vice-President of our local group. I have served in this capacity every year since. I also started attending the Fall State Booster Meeting, which is another great opportunity to learn and get involved with the INRLCA.
In 2021, I was elected to the position of Southwest Committeeman on the Executive Board for the INRLCA. I am honored to be able to serve in this capacity. I love my job, and I will do everything that I can to ensure that the members that I serve have the same opportunities that I had: to learn the contract, to have access to the appropriate member of the steward program, and to be able to ensure that they can be successful in their postal career.
The USPS is my second career. I spent 12 years employed at a plastics plant. It is easy to focus on things about our careers that we don’t like, and things that we wish could be better. For those of you that started your working lives with the USPS: first, I envy you. Second, I would like to take a moment to focus on how good our careers are as rural carriers. We need to be united and informed to keep the benefits that we have, and to continue to find creative ways to improve them.

I am Justin Williams, your Southeast Committeeman, elected in 2021.
I am excited for the opportunity to serve on Indiana’s Executive Board.
I was born and raised in Greensburg and have lived just outside Columbus for 15 years. I began my postal career in January 2002 as a TRC at the Greensburg office. Soon after starting, I converted to RCA and joined the NRLCA. In August 2014, I transferred to the Elizabethtown office to become a Designation 79 RCA. I served on Route 2, an auxiliary route, in Elizabethtown for 8 years before converting to regular carrier on Route 1 in May of 2022. In August of 2022, I did a mutual exchange with a carrier at the Columbus office. I am currently the regular carrier assigned to Route 6 in Columbus.
Outside the postal service, I have taught driver education for 18 years, and driven a school bus for 16 years. I was president of the local school bus association for two years. I was also founder and co-owner of a successful small business for 5 years, before selling my share in 2019. As you can see, I thrive on being busy. In my free time, my favorite things to do are travel, hike, play golf & enjoy the great outdoors. I come from a union family. My father and grandfather, both members of the International Brotherhood of Teamsters, had long careers as truck drivers.
I look forward to attending meetings for all southeast area county associations. I enjoy meeting new people, so if you have not been to a meeting, or haven’t been to one in a while, come on out. Please attend the next meeting in your area to stay informed on the latest rural craft issues. Come out and see us! Even if you are retired, it would be great to catch up. Safe travels and always remember our motto: “Service with a Smile!”
